El Gobierno acordará en los mismos contratos con la OCCA las regiones del país donde necesariamente habrá de adiestrarse maestros alfabetizadores voluntarios y desarrollar los programas de alfabetización de adultos.

Parágrafo 1

Igualmente las partes acordarán las prioridades en cuanto a la realización de investigaciones científicas referentes al desarrollo cultural de la comunidad.

Parágrafo 2

Preferencialmente han de acometerse programas en las regiones más afectadas por el analfabetismo.
