Reconocimiento de la contingencia. Como requisito previo para los desembolsos correspondientes a la atención de las obligaciones contingentes señaladas en el artículo 3º, la entidad estatal aportante declarará, mediante acto administrativo debidamente motivado, la ocurrencia de la contingencia, así como su monto. Esta declaración podrá hacerse por la administración de la entidad en ejercicio de sus atribuciones o con fundamento en una conciliación judicial, una sentencia o un laudo arbitral, siempre y cuando éstos se encuentren en firme.
