Cada una de tales embarcaciones o vehículos deberá estar provista de licencia expedida por el Director General de Aduanas, y salvo la mercancía que esté a bordo de los vapores marítimos, no podrá transportarse mercancía sujeta a derechos dentro de las zonas aduaneras, ni introducirse o retirarse de éstas sino en vehículos o embarcaciones que tengan dicha licencia.
