Los concejos municipales definirán los recursos que se destinarán al subsidio municipal de vivienda provenientes del Fondo de Vivienda de Interés Social de que trata la Ley 03 de 1991; del porcentaje de la participación en los ingresos de la Nación que constituyen recursos de libre inversión de acuerdo con el articulo 22 de la Ley 60 de 1993, y de los demás recursos de libre inversión de que disponga el municipio.
