En el presupuesto de la próxima vigencia se apropiará una partida de cinco millones de pesos ($5.000.000.00) para dar comienzo a lo ordenado por el artículo primero de esta Ley. Apropiación igual se hará dentro de los cinco subsiguientes vigencias presupuestales, sin perjuicio de que Incora asuma, bien directamente o en colaboración del Instituto de Fomento Tabacalero, la ejecución del plan de fomento previsto en esta Ley.
