En el caso de que no se obtengan condiciones aceptables para la financiación de las obras, el Gobierno incluirá cada año en el Presupuesto las partidas necesarias para su ejecución dentro del plan de obras públicas de la respectiva vigencia, armonizando los gastos y la intensidad de los trabajos con los de las demás obras a cargo el Estado.
