Incorpórase el Instituto Colombiano de Comercio Exterior como organismo adscrito al Ministerio de Comercio Exterior, el cual continuará funcionando como establecimiento público, con personería jurídica, autonomía administrativa y patrimonio independiente, encargado de la ejecución de la política de comercio exterior adoptada por el Ministerio de acuerdo con los lineamientos que fije el Consejo Superior de Comercio Exterior.
