Los fondos destinados por la Ley 77 de 1912 para las obras enumeradas en dicha Ley y en la 50 de 1914, que el Gobierno ha invertido en gastos comunes de la Administración Pública, en virtud de la autorización conferida por el parágrafo del artículo 1º de la Ley 27 de 1914 , los devolverá el Gobierno antes de que se cumpla la condición de que trata el artículo 2º de la Ley últimamente citada, haciendo entregas parciales, en la forma que se establezca en los contratos que se celebren para la realización de las aludidas obras.
