Para la creación de un nuevo Círculo de Notaría se requiere que el Municipio o Municipios que han de formarlo tengan en conjunto no menos de 30.000 habitantes y que el Círculo o Círculos de los cuales se segregan queden por lo menos con igual población. Además, se consultarán las necesidades del servicio, las facilidades de las comunicaciones y otras circunstancias que puedan tener influencia determinante.
