El debido cobrar o el activo disponible del Balance del Tesoro de la Nación, proveniente de las rentas e ingresos no recaudados del ejercicio de 1960, se mantendrá como tal activo durante el ejercicio de 1962, para acelerar su recaudo; pero estará amparado por una reserva equivalente al diez por ciento (10%) del monto total del mismo.
