Los excedentes financieros de los Fondos de Desarrollo Local, son de dichos fondos. La Secretaría de Hacienda - Dirección de Presupuesto o quien haga sus veces, en cada vigencia fiscal certificará y determinará la cuantía de los excedentes financieros que entrarán a hacer parte de los recursos de capital del presupuesto de los Fondos de Desarrollo Local.
