De conformidad con lo dispuesto en el artículo 1º de la Ley 7ª de 1944, el "Protocolo de Reformas a la Carta de la Organización de los Estados Americanos 'Protocolo de Washington"', suscrito en Washington el 14 de diciembre de 1992, que por el artículo 1° de esta Ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de la misma.
