Al estudiar los programas a que se refiere el artículo anterior, el Incomex tendrá en cuenta la necesidad de propiciar un adecuado nivel de competitividad de las exportaciones y un acceso rápido y oportuno a los bienes de importación necesarios para la producción de los artículos exportables. Sin perjuicio de lo anterior, los empresarios que hagan uso de los Sistemas Especiales de Importación-Exportación absorberán en la fabricación de los productos de exportación aquellos insumos de origen nacional que técnica y económicamente resulten competitivos.
