ARTICULO 4º. EL SERVICIO DE TELEFONIA MOVIL CELULAR ES TECNICAMENTE UN SERVICIO BASICO. El servicio de telefonía móvil celular, es técnicamente un servicio básico de telecomunicaciones, que proporciona en sí mismo capacidad completa, incluidas las funciones del equipo terminal, para la comunicación entre usuarios de la red de telefonía móvil celular y, a través de la interconexión con la Red Telefónica Pública Conmutada (RTPC), entre aquellos, y los usuarios de ésta, según las reglas establecidas en el Capítulo V de este reglamento. Para efectos del presente Decreto, es usuario móvil el que se sirve de una red de telefonía móvil celular.
