El artículo 5º del Decreto 638 de 1951 quedará como sigue:

"Las siguientes personas podrán importar un automóvil por una sola vez y para su uso exclusivo: Diplomáticos y Cónsules de carrera, acreditados en el país, que no hayan efectuado tal importación dentro de un periodo de dos años anterior a la fecha de este Decreto; expertos extranjeros de que trata el Decreto número 580 de 1951 y que cumplan igual requisito, y Diplomáticos y Cónsules colombianos acreditados en el Exterior con carácter permanente, que regresen al país".
