En caso de que el presente Congreso no expidiere ley aprobatoria de contrato alguno sobre construcción de ferrocarril de Girardot a Ibagué y del Espinal a Neiva, el Gobierno procederá a contratar dicha construcción, de conformidad con la Ley 48 de 18 de noviembre de 1911, en los términos que juzgare convenientes, debiendo someter el contrato a la aprobación del Congreso.
