La cifra mínima para los Departamentos del Chocó y la Guajira de que trata el Artículo 2º. de la presente Ley se reajustará anualmente en el mismo porcentaje promedio ponderado del incremento ocurrido durante el año inmediatamente anterior en las inversiones públicas de la Nación destinadas al desarrollo regional, teniendo como base una certificación anual que sobre este porcentaje deberá expedir en detalle el Contralor General de la República al presentar la Cuenta del Balance de la Hacienda y el Tesoro.
