º El FONADE podrá contratar directamente empréstitos internos y externos, los cuales gozarán de la Garantía del Gobierno Nacional otorgada previo concepto favorable del Consejo Nacional de Política Económica y Social. Los contratos del FONADE de valor superior a cien mil dólares (US$ 100.000,00) o su equivalente en moneda nacional, requerirán la aprobación del Consejo Nacional de Política Económica y Social.
