Art. 3. ° Corresponde la dirección de la Instrucción primaria á los Gobernadores de los Departamentos, de acuerdo con las ordenanzas y con los recursos que para ello vote las respectivas Asambleas, según el citado artículo 185 de la Constitución.

No obstante, podrán continuar los Institutos departamentales ó municipales que hoy existen de enseñanza secundaria ó profesional, y fundarse otros nuevos, siempre que se sostengan con recursos propios.
