El Consejo de Ferrocarriles creará los empleados que necesiten el Consejo y la Administración de los ferrocarriles y nombrará dichos empleados, pudiendo establecer en sus reglamentos cuáles empleados corresponde designar al Consejo y cuáles al Administrador General. El Consejo fijará la remuneración tanto del personal superior como del resto del personal que esté al servicio de los ferrocarriles nacionales.
