Las sumas de que trata el artículo anterior serán incluídas en los Presupuestos de las vigencias siguientes a la aprobación de la presente Ley. Si tal inclusión no ocurriere, queda autorizado el Gobierno Nacional para hacer los traslados presupuestales, y operaciones de crédito necesarias al fiel cumplimiento de esta Ley.
