El Gobierno Nacional, en cooperación con el Departamento de Cundinamarca, con los Municipios y con las personas o entidades particulares que deseen tomar parte, procederá a construir en el territorio de este Departamento dos grandes centrales hidroeléctricas, que abastezcan las necesidades del alumbrado y fuerza motriz no solo en el presente sino teniendo en consideración un futuro desarrollo industrial.
