Autorízase para ceder a la Financiera créditos otorgados, a través del Fodex, a las entidades del sector energético, por un valor total o igual al de los títulos de regulación del excedente nacional suscritos por Telecom, hasta el 31 de julio de 1988. Para estos efectos se cederán igualmente las obligaciones derivadas de los títulos de regulación del excedente nacional a la Financiera, la cual los redimirá de acuerdo con las condiciones financieras que determine la Junta Monetaria.
