Licitación pública . La autorización para la prestación del servicio público de transporte colectivo de pasajeros del radio de acción metropolitano, distrital y municipal en una ruta o sistema de rutas será el resultado de una licitación pública, en la que se garantice la libre concurrencia y la iniciativa privada para la creación de nuevas empresas.
