Art. 2.° No gozarán de este aumento los siguientes empleados: El encargado del Poder Ejecutivo; Los Ministros de Estado; Los del Ministerio Público; Los de la Junta de Emisión; Los de la Sección 5.ª del Ministerio del Tesoro; El Pagador Central; Los que tengan sueldo de $450 ó más mensuales; Los que reciben sus sueldos en oro ó en plata; y Aquellos cuya asignación haya sido fijada ó aumentada con posterioridad al 17 de Octubre de 1899, y estén gozando de aumento en la actualidad.
