Artículo primero. Acláranse los Decretos números 2167 y 2214 del presente año, en el sentido de disponer que el auxilio extraordinario por un millón de sucres, autorizado y apropiado por medio de dichos Decretas para ayudar a las victimas ocasionadas por los terremotos ocurridos en la región de Cotachi, será entregado por el Embajador de Colombia en Quito, directamente al Gobierno de la hermana República del Ecuador.
