Modifícase el artículo 1º del Decreto 1726 de 1998, el cual quedará así: "Nómbrase como Ministro de Comercio Exterior ad hoc al doctor Jaime Alberto Cabal Sanclemente, Ministro de Desarrollo Económico, para que conozca y adelante todos los asuntos y trámites relacionados con las Zonas Francas privadas de Bogotá, Cali y Cartagena".
