Adicionar el artículo 1º del Decreto 1275 de 1987, en el sentido de facultar a la Universidad Pedagógica y Tecnológica de Colombia, con domicilio en Tunja, para que ofrezca bajo convenio con el Instituto de Cultura y Bellas Artes de Boyacá ---ICBA---, con domicilio en Tunja, Programas de Licenciaturas en Música y Artes Plásticas, dentro del área del conocimiento de Ciencias de la Educación.
