Art. 1.° Redúcese el sueldo anual de dos mil pesos oro asignado al Cónsul de Colombia en Tulcán á mil ochocientos pesos, en moneda de plata de 0,835, y aumentase á dos mil cuatrocientos pesos oro anuales el sueldo del Cónsul en Guayaquil.
