En consideración a la situación fiscal de un departamento, Intendencia, Comisaría o Municipio, la Junta Directiva del Fo9ndo podrá concederle préstamos destinados a la construcción de acueductos, hasta por una suma equivalente a la mitad de la aportación del Fondo. La Junta Directiva fijará las condiciones del préstamo, y podrá exigir al Departamento, Intendencia, Comisaría o Municipio contratante, las garantías que considere necesarias.
