Art. 8. Las competencias entre dos autoridades militares que no toque dirimirlas al Poder Ejecutivo, i las dircordias que hubiese entre una autoridad mi. litar i un auditor de guerra, se consultarán a la Su- prema corte marcial, i conforme a las disposiciones vijentes resolverá, pero si hubiere deficiencia de lei o contradiccion legal, dará cuenta al Congreso in- mediatamente, si estuviere reunido, i si no lo estu- viere a la próxima lejislatura en los primeros dias de su reunion.
