La determinación del valor comercial tendiente a determinar el efecto plusvalía a que se refieren los artículos 75, 76, 77 y 87 de la Ley 388 de 1997, requiere que previamente el municipio o distrito haya adoptado el correspondiente plan de ordenamiento territorial, plan básico de ordenamiento territorial o esquema de ordenamiento territorial de que trata la Ley 388 de 1997. (Decreto número 1420 de 1998, artículo 32) CAPÍTULO IV Por el cual se reglamenta la Ley 1447 del 2011.
