La Junta Directiva de la Defensa Civil Colombiana, determinará la cuantía de los recursos del Fondo Nacional de Emergencias, sobre los cuales puede ordenar gastos, sin autorización previa de la misma, el Director General del Instituto, para la atención que con carácter imprevisto o inmediato se requiera en casos de desastres y catástrofes públicas.
