Art. 1.° Previo reconocimiento científico el Poder Ejecutivo procederá a disponer que se ejecuten en el puerto i ciudad de Cartajena las obras necesarias a fin de detener los progresos de la invasion del mar i reparar los daños ya hechos. Igual reconocimiento se practicará en la ciudad de Magangué, para proceder a verificar las reparaciones que sean indispensables.
