El Gobierno celebrará con el Municipio de Cartagena los contratos y arreglos que sean necesarios para darle cumplimiento a esta Ley y queda autorizado para obtener la cooperación financiera del mismo Municipio y del Departamento de Bolívar en la ejecución de estas obras.
