No obstante lo dispuesto en el artículo 1º ordinaI 3º aparte a) de la Ley 69 de 1963, el régimen aduanero establecido en el artículo anterior, será aplicable a las importaciones de materias primas y artículos semielaborados, aunque de éstos haya producción nacional, siempre que se cumpla el compromiso de absorción de materias primas nacionales señalado en el artículo 55, aparte f) de la Ley 1º de 1959.
