Art. 10. La instalación, en las reuniones ordinarias del Congreso, tendrá lugar el 20 de Julio, cada dos años, principiando por el de 1888. En las extraordinarias, el día que fije el Poder Ejecutivo en el respectivo decreto de convocación.

Las sesiones ordinarias durarán el tiempo fijado por la construcción; las extraordinarias el tiempo necesario para el despacho de los asuntos que motivaren la convocación.
