A solicitud del Presidente de la República, o en virtud de proposición acorde aprobada por ambas Cámaras, el Contralor General practicara exámenes en cualquier Ministerio, Departamento o Sección Administrativa, a fin de informar sobre los métodos empleados para el manejo de los negocios públicos y hacer recomendaciones o sugestiones para la mejora de tales métodos.
