º Si la reciprocidad que se invoca para obtener cualquier privilegio no contemplado en este Decreto, no emanare de una convención, el Gobierno podrá concederla o no, según convenga a sus intereses. La reciprocidad legislativa podrá exigirse con preferencia a la de hecho.
