La inspección, ejecución y adelanto de la obra quedará a cargo del Director General de Instrucción Pública de cada Departamento, quien rendirá al Ministerio mensualmente un informe detallado de la cantidad de material gastado, costo, la nómina de empleados y obreros con sus correspondientes asignaciones, y a la Contraloría rendirá sus cuentas de conformidad con las leyes fiscales .
