De conformidad con los numerales 17 y 20 del artículo 76 de la Constitución Política de Colombia, autorizase al Gobierno Nacional para llevar a efecto el Plan de Interconexión Eléctrica del Municipio de Puerto López con el Sistema Eléctrico Nacional y destinase para ello la suma de trescientos cincuenta millones de pesos ($350.000.000.00) moneda legal. Parágrafo. La obra de interconexión se hará bajo la dirección técnica del ICEL.
