° El departamento de Antioquia quedara obligado a destinar, con el objeto exclusivo de transmitir su dominio a los inmigrantes, la mitad, por lo menos, de las tierras que se le adjudiquen. Del resto podrá disponer con libertad, pero sólo para fines ordenados a la inmigración.
