Artículo tercero. Para recibir las contribuciones de que trata este Decreto, las Juntas de Acción Comunal deberán acreditar previamente su personería jurídica, y el Tesorero de las mismas deberán prestar fianza de manejo de acuerdo con las normas vigentes de la Contratarla General de la República a este respecto. Asimismo, se sujetarán a las prescripciones de esta entidad en cuanto a la rendición de las cuentas. Artículo cuarto. El presente Decreto rige desde la fecha de su Comuníquese y publíquese.
