Autorízase al Gobierno para que, mediante la reglamentación y fiscalización que estime conveniente establecer, haga efectivos los impuestos nacionales que en la actualidad se recaudan por medio de estampillas, con el empleo de máquinas o sistemas automáticos, que reemplacen tales especies, y cuyo eficaz servicio, funcionamiento y control se haya comprobado satisfactoriamente.
