A partir del primero de julio de 1963, y hasta el 30 de junio de 1965, el Gobierno Nacional, previa consulta con el Consejo Nacional de Salarios, hará reajustes semestrales de salarios y pensiones cuando el índice total nacional de precios al consumidor arroje un alza de cinco por ciento (5%) o más, al fin del semestre. Los aumentos no estarán sometidos a lo establecido por la ley 187 de 1959 .
