Toda persona que necesite ausentarse del país antes de las épocas fijadas para el pago del impuesto de que trata este Decreto, deberá pagar la totalidad del impuesto que haya correspondido para tener derecho a la expedición o visación del pasaporte, según sea el caso. Recaudo.
