ARTICULO SEGUNDO. De conformidad con lo dispuesto en el artículo 1°de la Ley 7ª de 1944, el "Protocolo de Montreal Relativo a las Sustancias Agotadoras de la Capa de Ozono", suscrito en Montreal el 16 de septiembre de 1987, con sus Enmiendas adoptadas en Londres el 29 de junio de 1990 y en Nairobi el 21 de junio de 1991, que por el artículo primero de esta Ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
