Las normas del presente estatuto se desarrollarán y aplicarán, en lo relativo a operaciones de cambio y comercio exterior de los agentes diplomáticos acreditados ante el Gobierno de Colombia, con estricta sujeción a los Tratados públicos celebrados por la Nación y a los principios de derecho internacional, particularmente el de la reciprocidad.
