Si cuando esta Ley entre en vigencia, alguna o algunas empresas subvencionadas hubieren celebrado contratos de empréstitos con garantía de tales subvenciones, el Gobierno Nacional, por conducto del Gobernador del respectivo Departamento, hará las gestiones conducentes con los prestamistas, a fin de que, llegado el caso, la situación jurídica de estos no pueda considerarse afectada con las disposiciones de la presente Ley, la cual regirá desde su sanción.
