La Comisión de Personal al establecer las listas de ascensos, lo hará determinando el orden de prelación para los mismos, dentro de cada una de las categorías a que ellas se refieren. Si al producir la Comisión una lista de ascensos aún no hubieren sido ascendidos todos los funcionarios que conformaban la lista anterior en la categoría correspondiente, la nueva lista solamente comenzará a operar cuando se hubiere agotado la primera.
